The number of cases in 2025 in which children under 18 were victims of sexual misconduct rose for the third consecutive year to 4,858, the highest level in the past decade, police said Thursday, amid a rise in online juvenile crime. The National Police Agency reported that cases involving sexually manipulated images of children created using artificial intelligence rose by four to 114, with middle and high school students accounting for nearly 90 percent of the victims.
Students at the same schools as the victims made up the largest share of perpetrators, at 65. Many other victims are believed to have not yet consulted the police, according to the agency. The number of children who became victims of nonconsensual sexual activity after meeting perpetrators through social media stood at 1,566, including 167 elementary school students, the highest number in the past decade.
More than 70 percent of the victims of elementary school age were 11-year-olds and 12-year-olds, at 71 and 57, respectively. The majority of the victims were girls, at 160. The most commonly used social media platform in such cases was Instagram, followed by X, according to the report. Online games were also frequently cited as places where victims and perpetrators met, and the most common method of communication was the Line messaging app.
Juvenile access to online platforms has also led to other criminal problems, such as online gambling, with 21 of 27 cases involving middle and high school students, the agency reported. Statistics released by the agency also showed that around 70 percent of juvenile cases involving the illegal access of corporate servers through the fraudulent acquisition of IDs and passwords involved perpetrators from the same age group.

So when will Japan do the right thing tan do what many nations did by blocking / prohibiting minors under the age of 16 from owning SM accounts like Instagram, Facebook, X, Snapchat, TikTok and YouTube!??

This is a long shot, that won't fix the problem entirely. But perhaps Japan could start by not sexualizing childhood. By that I mean not having grown up women, models, idols, go go dancers, Cyber Japan dancers, etc. not trying to resemble nor act like little girls. Japanese porn, the acting should be way less of that "please stop raping me" and more like western porn. Idols group of girls who are clearly teens and below teens, stop dressing them like sex candy for their 40's audience to salivate all over.
Line, given its monopoly in this country, is in a privileged position to do so much more. If they pulled their finger out they could easily come out heroes here. Design a Line for kids, make AI bots scanning for inappropriate relationships, grooming language, bullying etc. Japan has pretty terrible internet safety education for kids and families. Maybe it’s all kids around this generation but I’m shocked at the laze fair way that kids give out their info, location, and agree to go somewhere “just cause.” We keep getting stories of these kids using sns and just agreeing to meet up without seemingly a single ounce of suspicion.
Maybe millennials are just built on the stranger danger ideas of the early internet that’s missing now. The number of children who became victims of nonconsensual sexual activity after meeting perpetrators through social media stood at 1,566, including 167 elementary school students, the highest number in the past decade. If one party or partner is not consenting and the other one does it anyway, it is RAPE. Any questions? Now stop these roundabout excuses. There are NO excuses or justifications for rape. Japan has pretty terrible internet safety education for kids and families. Maybe it’s all kids around this generation but I’m shocked It's in America too. Our education on these matters, let alone sex ed itself is pathetic.
A disgrace. And rape is based on sick desires, overpowering, ego and fear. When my lad was in JHS there was a pep talk given to all parents on the dangers of child exploitation. i’m sure the writers at Japan today are big boys and girls and they know how to use the word “rape“ however it probably wasn’t applicable hence them not using it. In a perfect world, these figures would translate to 4,858 men in orange jumpsuits breaking rocks with pickaxes all day, after a breakfast of millet gruel.
I wonder if there are more sexual assaults on youngsters (a bad thing) or more youngsters are reporting sexual assaults when they happen (a good thing). It's a little difficult to know. I hope it's the latter, but various reports about young people on social media suggest it is likely to be the former. Use your Facebook account to login or register with JapanToday.
